Tenants Environmental Improvement Projects

A Community Choices process which gives local people the chance to influence how money can be spent on environmental improvements across a number of locations in West Lothian. This will allow communities to put forward project ideas for areas of housing land, for example ideas could range from community gardens and grow your own spaces to improving hedging and open spaces. Initially the focus will be on areas of land around council owned housing areas in Blackburn, Whitburn & Bathgate. Please see maps below, which can be enlarged, showing the relevant areas in orange/red . 

The first stage of the process ran from 2 August until 1 November when members of the public were asked to submit their ideas which can then be considered for allocation of funds from the tenant’s environmental improvement budget by registering/signing in and clicking on create budget investment. Additional information can be found at: https://www.westlothian.gov.uk/communitychoices. Projects must be of benefit to the community and the tenants living in that area and cannot include the following:

Projects must:

  • be on land owned by Housing
  • be on communal/shared areas which will improve the environment and/or security for tenants in the area
  • must have agreement OR in a discussion with other council services or external agencies where maintenance is or will be their responsibility

Projects must NOT:

  • be used to fund work in individual homes
  • require ongoing maintenance by Housing, Customer and Building Services
  • must not include individual garden space

    August 02, 2021 - October 31, 2021

    The programme will follow the Cyclical Maintenance Areas with budgets based on the SEIP allocation for that programme year.

    1. Bathgate, Blackburn and Whitburn – Process starting 2 Aug 2021
    2. Livingston South/North, East Livingston and East Calder – Aug 2022
    3. Broxburn, Uphall, Winchburgh and Linlithgow – Aug 2023
    4. Armadale and Blackridge – Aug 2024
    5. Fauldhouse and Breich – Aug 2025

    Communities will be supported to determine their priorities, generate proposals and project ideas via the Consul platform. Engagement methods include - attendance at meetings, pop-ups sessions and social media promotion.

  • Reviewing projects

    November 01, 2021 - January 16, 2022

    The Capital Working Group, including members of the Tenants Panel, will act as a steering group and will work alongside council officers to further develop options into viable projects. Included in this will be Community Councils and Third sector organisations to look at opportunities to widen the scope of the projects/ideas.

  • Voting projects

    January 17, 2022 - February 13, 2022

    • Decision making will occur over a four-week period of public voting.
    • Voting will be done via the online platform along with assisted digital voting.
    • Voting will be promoted at roadshows and various locations/events
